NYC Mayoral Candidate Joseph Hernandez Leads $253 Million AI-Focused SPAC IPO, Linking Business Innovation to Smarter Government

New York, NY – June 2025:
Joseph Hernandez, veteran biotechnology executive, founder of Blue Water Venture Partners, and candidate in the 2025 New York City mayoral race, successfully led Blue Water Acquisition Corp. III to the public markets this month, raising $253 million in its initial public offering (IPO) on the NASDAQ under the ticker symbol BLUWU. The offering included 25.3 million units priced at $10 each, with each unit comprising one Class A share and one-half of a warrant exercisable at $11.50.

The IPO positions Blue Water Acquisition Corp. III to acquire companies at the intersection of biotechnology, healthcare services, and artificial intelligence. Hernandez has emphasized AI’s ability to accelerate drug discovery, personalize medicine, and make healthcare systems more efficient—technology he believes can also transform government.

“As AI helps businesses cut waste, predict outcomes, and deliver results faster, it can do the same for New York City,” Hernandez said. “From reducing bureaucracy and fraud to improving emergency response and city planning, the same data-driven tools we use to create breakthroughs in healthcare can make government smarter, leaner, and more accountable.”

Hernandez, who serves as Chairman and CEO of the SPAC and Senior Managing Partner of Blue Water Venture Partners, is targeting companies pioneering AI applications in genomics, clinical decision support, and population health analytics. He has pledged to bring similar AI-driven efficiencies to NYC government, aiming to save billions by using predictive modeling, automated resource allocation, and real-time data analysis to guide policy and budget decisions.

Balancing a high-profile mayoral campaign with the SPAC’s market debut, Hernandez has become a leading voice for applying private-sector innovation to public service. He frequently presents at global investor forums, including the HC Wainwright Global Investment Conference, outlining both Blue Water’s acquisition strategy and his broader vision for technology-enabled governance.

Hernandez holds a B.S. in Neuroscience, an M.S. in Molecular Genetics and Microbiology, and an MBA from the University of Florida, along with an M.S. in Chronic Disease Epidemiology and Biostatistics from Yale University. He is currently a candidate for a Master’s in Global Healthcare Leadership at the University of Oxford.
